Access 2003: Can not change a report to legal size

I can not change a report to legal paper size in Access 2003. I have no
clue why it won't.

I have a database with only two reports in it.

The reports are basic reports with no code attached. They appear to be
identical in every
way, except name. One of the reports can be changed to legal paper size,
and the other
can not.

Are they set to use the same printer?

They are set to the default printer, so therefore they are the same. I have
gone through every property, and each one appears identical..
