Access 2000 upgrade

This feels a bit like an archeological question, but I'm hoping someone here
will know.

A person has Office 2000 Small Business Edition on his PC, which of course
does not include Access.
He wants to add Access 2000.
Must he purchase (find first) a full copy of Access 2000?
Or is an Access 2000 upgrade edition enough?

Upgrade copies are a whole lot easier to find than full versions.
