Accepting incoming connection

Hi,
I'm trying to accept a incoming call through a modem. I
have successfully install the driver, but when I tried to
create a new connection. It gives me an error
saying "incoming connections depend on the Routing and
Remote Access service which was unable to start". Which
are the components I will need in order to let it work.
Apprecicate if some 1 can get back to me on this.
