Can I use VB script to assign print queue and print queue to user?

Of Course you can. Since all objects in an Organisational Unit, for example,
inherit the Group Policy Object's security settings that's applied to the OU
container, any user placed in the OU would inherit a login script.

So if you need all users in the sales department to get a specific script,
make a new OU called "Sales", link a new GPO to it and specify your script.
Any user placed in the OU would inherit the Sale's login script.
