I'm assembling a computer with the noted components. When I plug in the
power cord without touching the power button, the computer turns on by
itself, there is nothing shown on the screen. I have to hold in the power
button for 4 seconds to turn it off.

While looking in the manual, I saw a blurb about the on board video not
being compatible with PC3200 (DDR400) memory. I'm not sure if that would
cause this problem. I don't have other memory to try and the case has no
system speaker to get beeps (if any).

Your PC3200 should be fine, but you will only be able to run it at 166MHz
under certain circumstances (possibly dual channel, but I think it's the #
of DIMMs). The VM when using onboard video is the only A7N8X that
significantyl benefits from dual channel, so on this board 166MHz dual
channel should beat 200MHz single channel.
