A simple question on Registry Key

When we install a specific application, it is pointed to a specific server
(say ServerA). However, we set up a testing server recently (say ServerB).

We find out the only way in to change the server is to edit the registry key
HKEY_CURRENT_USER\Software\INFOR Software\DatabaseServer from ServerA to
ServerB.

However, when we log in as another user, we have to change the registry key
again (from ServerA to ServerB). We would like to know does a newly created
local user gets the value from the HKEY_LOCAL_MACHINE\Software\INFOR
Software\DatabaseServer ? If yes, does it mean that if we change the value
in the HKEY_LOCAL_MACHINE registry key hive, all newly created local user
will be set to ServerB ?
