A Riddle for You: If windows can't open it then who can?

Okay no riddle, just a problem. When I try to open user
accounts from the control panel it states "windows cannot
open the user accounts control panel". I can access the
windows 2000 thing from start> run... and and change
passwords and see all accounts and all seems fine. I can
also enable and disable accounts via mmc. Oh, and there's
no picture by my name in the start menu. Any thoughts
would help, all else fails reinstall. All seems fine
elsewhere. All drivers are up to date ect...

p4 512 ddr
240 gig hd
nvidia mx440

As for the latter, that depends on which Start menu you are using and
whether Picture and Fax has been disabled. Good luck!
