I know this has been discussed on here before but the
solutions given I have tried without success. I have IE6
and Windows XP and when I go to site a where I actually
need the popup it gets blocked. Other sites where I
don't need the popups don't get blocked. And then again
if I close a couple of windows I can get the popups,
except for the one that I really need. (I use to be able
to get it once). How? Why? and what is the solution?

It would help if we knew what you had tried.

I have no firewall or virus dection installed, i have
unchecked the reuse window to launch. I have no other
tool bars installed. I hope this will help with an
answer :-)

Unless you are using a beta version, IE6 has no option to block popups, so
it has to be some other program doing it. Some third party toolbars, like
Google, will do this.
You could go to Start | Run and type\msconfig
On the Startup program uncheck all such programs and restart the computer
and then try.
