A few problems I need help with(nothing critical)

Dell 4500
Windows XP Service Pack 2

1. Whenever any of the 4 users log off of the pc a shutdown box appears.
Everytime It'll say DEVLDR and we have to click end now to log off or restart
the pc. Not sure what the problem is.

2. For some reason when anyone logs on an open folder window will appear and
the name of the folder is COMMON. How do I prevent this from happening. The
folder is always empty btw.

3. On one of the users backgrounds the image isn't shown correctly. There is
supposed to be a picture, but instead it shows a black background. When that
user logs off or restarts the correct background image will be displayed for
about 1-2 seconds then proceed to log off/restart. I do not have the image
saved anymore, but since I still see it during that time how can I get it
back to normal?

One more thing, when I installed Yahoo AntiSpy only I am able to run it from
internet explorer or mozilla firefox. Everytime someone else tries it on
their name the little send error report box will come up.

There are 4 users total, all are listed as computer administrators so there
shouldn't be any restriction problems. I have run my ISP virus scanner,
housecall trendmicro, lavasoft adaware, yahoo antispy(only works with my name
for some reason), registry mechanic 5.0. I have defragged both my hard drives
and deleted all cookies and cleared the cache for all users. I also set the
cache size to the minimum to keep the pc from bogging down later on. Any help
would be appreciated.

Thanks for that link, the DEVLDR problem is gone and I got rid of the COMMON
folder popping up on startup/log on. Anyone know anything on how to get the
correct background showing up, although I don't have the image saved anywhere
it still shows it right before we log off/restart on that user. Same goes for
Yahoo AntiSpy, all users are set to admin controls, but for some reason only
I can run it. Whenever others run it from their name I get an error box that
it needs to shutdown then asks to report/dont report it.
