640x480 display drivers

I have a tv with a vga input. Screen resolution must be 640x480. My Windows
XP SP2 notebook only goes to 800x600. Is there a display driver which I can
install that will allow a lower resolution?
 
Your current driver probably can. But 640 is too small to show entire screens. You won't be able to close some dialogs. Incl the change resolution dialog. This is a UI restriction.

Display - Settings - Advanced - Adapter - List All Modes
 
Remember to memorise the steps with the keyboard so you can undo as you can't see to click.
