Hi!

Can Windows 64-bit OS fully support all 32-bit application?

No. Most do work, but by no means all.
Any restriction?
Not sure what you mean.

How can 32-bit application execute on Windows 64-bit OS?
By emulator
Small emulation program, most is native to the CPU.

or new technology? Thx!

There is a lack of driver support for 64-bit compared with 32-bit, partly
because 64-bit requires signed drivers and low priced or free programs and
hardware won't spend the money.
