633 Error

We had to reinstall Windows XP, and after installing the
modem again, we get Error 633. I have checked to see if
anything else was in conflict with the modem, or anything
else was active, but it isn't. I made sure all the
settings (that I know of) were correct. The modem worked
several hours ago. I let Windows XP install the modem
automatically, as I can't get online to download an
update, and Creative says you HAVE to be on the computer
with the modem hooked up and turned on that you want to
update. I'm using 115200, 8,none and 1, hardware control,
PPP and TCP/IP, and when I do a modem diagnostic, it
passes, and states that the device is working properly.
Have I missed a setting somewhere? The modem was
installed the same way last time we installed Windows XP
and it worked. The modem was working several hours before
the fresh install, and there are three other computers in
the house that can access the Internet, so it's not the
phone line. This is an external modem. Please let me know
what I missed so I can get this modem up and running.
Thanks. I can't do the updates until I have this thing
working.
