550 Can't change directory to tmp: Permission denied

Getting that error if I am using the FrontPage XP Publish
option, but if I use a regular FTP client I can publish to
the server just fine and dandy. I am logged into WinXP Pro
as the Administrator and get the issue as well as my user
name with administrative rights.

The TMP folder on the local box has no permission issues at
all-Everyone has full access.

I assume FP is telling me that it cannot access a TMP
directory on the server--is this a logical assumption? If
so, I did create the TMP folder in the Public_html folder
where I am trying to publish the site (it is a Linux box
running Apache) and gave everyone full permissions, but
that did not seem to resolve the issue.

Any ideas?
