550 administrative prohibition error

Outlook returns the error :
Your message did not reach some or all of the intended
recipients.
The following recipients could not be reached:
"recipients name" on "time"
550 administrative prohibition,
could somebody please tell me what causes this error.

This might mean that the receiving server will not accept the message
because the connecting host or the originating host sending the message is
on a realtime blackhole list.

Any clue on how to resolve this ? I'm still learning how to
administer exchange 2000. Please help..

You might try setting Outlook up to authenticate to the outgoing server
(done on the "Outgoing Server" tab).

Well, I have good news and bad news for you...

Good The server with IP address 209.212.100.99 is not on any realtime
blackhole lists.

Bad new: Your mail server with an ip address of 209.212.100.99 doesn't pass
a reverse resolve test.

You may wish to open a web mail account with yahoo or hotmail and send an
inquiry to the site (their postmaster) that is rejecting the message with a
550 and ask if your server must reverse resolve. If the answer is yes, add
a pointer record to your public dns space and wait a bit for the world to
catch up with the change (could be anywhere from 15 minutes to 7 days
depending on how folks cache dns entries)
