421 - Too many users.

I have dial-up and maintain a few simple websites. One place got DSL so I
went there to maintain their website. When I tried to publish the website to
the remote server, I got the box
Microsoft Office FrontPage
421 - Too many users. Please try again

I also tried to publish a different website but got the same message.

Can anyone tell me what causes this error?

Sounds like a constraint of their DSL
