4 headed arrow

All of a sudden I can not get an inserted clip art to click on with the correct box around it, so that a 4 headed arrow will appear so that I can drag the clip anywhere on the page I want it, or use the arrows to go up and down correctly. What's happened. It was working fine for me in December. B.B.

Word has two methods for handling the placement of graphics: floating and
in-line. Floating graphics can be dragged around as you describe; in-line
graphics are treated as 'text' within the anchor paragraph. To change a
graphic from one to the other: select, right-click, select Properties from
the pop-up menu, go to the Layout tab.

Also on that menu is an option 'Set AutoShape Defaults'. Set up a graphic as
you like it (eg floating), then click this option -- the settings will apply
by default to new graphics you insert. It sounds like you inadvertently set
the default to in-line.
