3rd party tool announcments?

Where is the appropriate place / what is the appropriate way to go about
announcing a 3rd party tool for use with dotnet? Does MS have any
suggestions or standards to follow?

Well, there's the microsoft.public.dotnet.framework.aspnet.announcement NG
for ASP.NET products, but for general .NET or Windows related .NET products
I'm not so sure.
