3GB and userva boot problem

Greetings,
We are trying to use /3GB and /userva=xxxx to boot a Windows XP Embedded
version 2002, SP1 system. It is giving me a BSOD with the following:

BAD_SYSTEM_CONFIG_INFO
and a
STOP 0x00000074 (0x00000003, 0x00000002, 0x80087000, 0xC000014c)
error indicator. What have I done wrong or what else can I do to debug?

Additional info:
I tried comments from 316739. No change. Also went through 833721, 829364,
328269, 823440, 328882, 810371, 839490, 171793, 319043, 289022 and 291988.
Tried alternate memory configs. No change. This system has 2G on it.
Others have only 1, same result.
Swapped ntldr and ntdetect.com change, from version dated 1/17/2003 to
version dated 5/11/2004. No change.
Tried various settings for NOPAE and Execute. No change.

Can this be a driver? If I remove the flags it all runs fine so which to
start with?
