3041 Error

I made a database application in Access 2002 SP3. I've
made it replicable and sent copies to various users. Most
are fine, however a few have got this error:
Cannot open a database created with a previous version
of your application. (Error 3041) You tried to access a
database that is in an outdated format. Compact the
database and then try the operation again.

This is very odd, and appears to be an isolated incident.
Anyone got any ideas why this is happening, and more
importantly, how to fix it?

Further to what I've written below, one major factor is
that I'm a uk user, and my users with the errors is in
the states. Also, some users in India have been getting
the error as described in KB Article 323203.
Any help?
