2007 - Can't send a PDF file?

I have Outlook 2007 and I have sent a PDF file to someone but it is telling
me that it has blocked the outgoing attchment? Is this correct? How do I stop
Outlook foing this? 2007 Beta did not have this problem?

Nope, pdf-files aren't blocked. Have you manually modified the Level1Remove

attachments without Microsoft chaninging everything

Microsoft hasn't changed anything. Are you a home user or a corporate user?
How are you being alerted of the blocking?
