2003 - Tab to Promote/Demote in Outline Number

I checked the option set under Tools > AutoCorrect > AutoFormat as you Type >
Set left- and first-indent with tabs and backspaces.

Headings 2-9 work fine. When I hit tab Head-2 becomes Head-3 etc. However
Head-1 just sets the left indent and doesn't demote.

I have read that there is a bug (or at least a peculiarity in the way this
works), and you may have discovered it. I think you can't demote a Heading 1
unless there's already a Heading 1 above it? Something like that. If you
Google you'll probably find a report of this peculiarity, or you could ask
in the Numbering NG (microsoft.public.word.numbering), where Margaret Aldis
hangs out.
