2003 Outlook

I failed to backup my outlook personal folder before upgrading from 2000.
When in outlook and selecting open outlook data files, I see back up,
archive, personal folder (which was what the new 2003 created) and then a
file just called outlook. It is rather large, so I think this must be my old
email data. When I try to open this file it tells me it is in use and can not
be accessed. Close any application that is using this file and try again.

Nothing is open. How can I retreive this valuable data?

Never have I seen an upgrade installation touch an Outlook data file,
whether you back it up or not. Nor would it place a lock on your old file. I
suspect there is more to this story than you are telling us.
Nevertheless, close Outlook. Reboot. Search your hard drive for all PST
files. Open each in Outlook until you find your data.
