recover a erased file not found in the recycle bin?

what process is used to replicate a hard drive
 
There is no command that you can enter at the command prompt to recover a
deleted file.
You can replicate a hard disk with 3rd party apps, Ghost or Drive Image are
2 possibilities.

There is no Windows command to do this.
You would need to get a file recovery utility.

This is just to vague to answer. Can you be more specific?

There is no such command. Third party software *might* recover it,
provided the space it used has not been written to in the meantime,
which is all too likely. Try Restoration ver. 2.5:

Again - third party software. Ghost (Symantec - Norton); Drive Image
(Powerquest) or BootIT NG, (www.BootitNG.com) will all do it
