2 Problems, 1 with Driver, other with black screen at start up

Hello Sir or Madam,
Today I ran into two problems today, one, when I went to put a disc in my
drive, it wouldnt load, and when I went to "my computer" my D and E drive
wasn't there. So I was wondering how can I make these drives show up
again-this happened to me twice first time I forgot how it happened but this
time when I went to burn a disc it didnt show up. The second problem I ran
into today was when I reformatted my comp. and when it asked me if I wanted
to use the windows folder or make a new one I made a new one, so whenever I
restart my computer it a black screen pops-up and asks my what os I would
like to choose. So I was wondering how can I remove that screen so that it
will just load up my new windows that I reformatted. Umm...I guess thats it,
I have windows XP and service pack two if that helps any. Thank you to whom
helps me.
 
Open up the BOOT>INI file in the root directory.

It should look like this [remove any secondary references].

[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(1)\WINDOWS
[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINDOWS="Microsoft Windows XP
Professional" /fastdetect /NoExecute=OptIn

This is where partition(1) is first partition on a hard drive with more than
one partition
 
How do I open up the boot>ini file in the root directory?

nevermind, I found an old post I wrote awhile ago which asked the same thing.
But thank you for helping me, and also, do you know what could be causing my
first problem-with the drivers and stuff?

lol, I keep replying to my own messages but I saw another persons thread
that had the same problem when I went to device manager and properties I get
a problem "Windows cannot start this hardware device because its
configuration information (in the registry) is incomplete or damaged. (Code
19)" do you know any way how I can fix that?
