2 DHCP server one handing out IP's

I had up to this point one DHCP server but recently added
a second one. When I authorize the new server it isnt
handing out any IP's. Do I need to add the new servers
IP anywhere else besides in the DHCP console.

Is the IP address of your network card in the same subnet of your new
server?

Also did you configure a scope on the new DHCP server? If so how did you
divide your address space?

Yes the servers are on the same subnet and sit right next
to each other

The current DHCP server is 172.168.0.10, I then built a
new DHCP server with 172.168.0.16. Users can ping the
new
172.168.0.16 server but when I deactivate the old
172.168.0.10 server and activate the 172.168.0.16 server
and then release and try to renew it is telling me that
the DHCP server is unavailable. I created a scope under
the new server as 172.168.1.0. I authorized the new
server and show both server in the DHCP console.

Here is a breakdown
DCHP server1 172.168.0.10 with 172.168.0.1 - 254 /24 DHCP
Scope
DHCP server2 172.168.0.16 with 172.168.1.1 - 254 /24 DHCP
Scope
