1606 error and regedit prob

I recently found a problem after upgrading to Windows XP that I could not
install any new software as I continutally get the error:

1606: Could not access network location <Common Administrative
Tools>.AllUsers\

I did search through the site and around and found the solution, which I
have posted below just to have all bases covered. The problem is that
Whenever I run regedit, the window doesn't stay open for more than 5 seconds
or so before automatically closing, and I have to run the command again, but
I don't have enought time to navigate through the folders in order to even
perform the resolution. Any help or info would be greatly appreciated.

Click Start, and then click Run.
In the Open box, type regedit, and then click OK.
Locate and then click the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

In the right pane of Registry Editor, double-click Common Administrative
Tools.
In the Value data box , type the following line, and then click OK:
%ALLUSERSPROFILE%\Start Menu\Programs\Administrative Tools

On the File menu, click Exit to quit Registry Editor.
Restart the computer."
