128-bit encryption, revisited

I installed an early version of IE6 which only had 56-bit encryption/cipher
strength; this is now at 6.0.2800.1106 and shows Update Version: SP1. I
tried re-installing IE6SP1 tonight but no joy. How do I get something to
install 'schannel.dll' without having to install MS Money (there's a KB
article stating that with that s/w in place that the IE6SP1 update will
convert encryption to 128-bit. Do not want or need MS Money.

Is there a way to work around this program.

The 128-bit update is on the IE web page as a download. I never had Money
and have always had 128-bit encryption.
