100% CPU Usage. Explorer.exe Iexplore.exe

Windows XP SP1 p4 1.8 512mb
As soon as windows starts up, explorer.exe starts using
100% CPU and carries on forever. Sometimes IExplore.exe
uses 100% instead. When I kill IExplore.exe, Explorer.exe
takes over and uses 100% CPU for no reason, making my
machine uuusable. 444 Threads/39 Processess are running
according to Task Manager. No Spyware/Virus found. Any
Ideas?

I would go to msconfig>startup and see what programs you
have running and turn off one at a time>reboot untell
culprit is found...Good luck.
