1.pps disabled file

Can anyone tell me how I can view a "1.pps.disabled" message that come to my
e-mail via outlook? I never know how to open these ones, and could use some
help, in layman's terms...as I am not to computer literate.
Your help is most appreciated...thanking you in advance
