1 before area code

I live in NYC where every number requires a 1 before the 10 digit phone number, but I can't get my dialer to do this??
 
Try Control Panel, Phone and Modem Options, and under Dialing Rules, click
on your location and then click the Edit button. Now click on the tab that
reads "Area Code Rules" and click the Edit button to set up area codes and
tell it to dial '1' first. Alternatively, you may be able to set it to
always dial a 1 if you go to the General tab under the Location Properties
and tell it that it has to dial 1 to get an outside line.
