0x800ccc0e Errors

I have Outlook 2000 on two computers in two locations. Both access POP
accounts only. One operating system is Windows 2000 Pro, and the other
is Windows XP Professional. All systems are up-to-date with Service
Packs and security fixes. One system is running Symantec Antivirus
Corporate Edition, and the other is running E-Trust. One computer is on
BellSouth DSL, and the other is on a fractional frame relay. The 2000
installation is about 3 years old, and the XP installation is very
recent. Both computers are exhibiting the same sytems. At least once or
twice per day, when Outlook checks email, I get the following error:

Unable to connect to the server. (Account: 'account', POP3 Server:
'mail.account.com', Error Number: 0x800ccc0e).

If I peek into the POP box with Magic Mail Monitor or through web mail,
I never have trouble getting in. The offending account can be either a
public ISP (bellsouth.net) or my private, shared server. If I delete the
email account in Outlook and then recreate it, the problem disappears. I
do not always have to delete the account to make the problem go away.
Sometimes it goes away on its own.

I have tested with antivirus software disabled and, as noted, have
replaced SAV with E-Trust, but the problem continues.

For what it's worth, both systems also frequently have trouble closing
Outlook. Even though the program closes, if I run Task Manager, Outlook
is frequently (not always) still running in the background, requiring me
to "End Process". I have tried everything to get rid of this problem,
including removing all COM add-ins, to no avail.

Any help available?
