0x800421A in outlook XP 2003 SP2

Task 'smtp server name - Sending and Receiving' reported error (0x8004210A):
'The operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provide (ISP).'

The above error was found in a laptop running Outlook XP 2003 SP2. I 've
been searching for the keyword 0x8004210A in microsoft site and found this
page: http://support.microsoft.com/kb/827349/. So I downloaded Office XP
Service Pack ( SP) 3 as it is cited on that page as the appropriate
resolution (I was also searching for hotfix, but found no donwloadable
version, only supported hotfix available). And try to apply the patch. Guess
What I get? Yes, the version was not found by the patch. Indeed, the patch
only apply to Outlook 2002 while the laptop has Outlook 2003 installed.

Any help would be appreciated.

Since an Outlook 2002 service pack can apply only to Outlook 2002, you'd
know immediately that the service pack won't help in your situation.

You should also make sure you are not using your antivirus program to scan
