Zscaler

My brother lives in Turkey and uses Hide ip easy. It has worked fine untill now. He gets a log in to Zscaler to access the internet. He uses Xp and Hotmail,and as not instaled Zscaler. Could this be a virus. I have Googled it and cannot find much help. In Turkey Utube and Google are banned, but with a IP hider he can gain access to the sites. Any help would be appreciated. Thanks

I suggested he do a systemn restore and the log in screen has gone.
