Toshiba Laptop cam problem

My Brother lives in Turkey. He has just bought a Toshiba satellite A350 Laptop with built in webcam. He has had Vista uninstalled and Windows 7 installed. The webcam used to be accessed by hovering the cursor to the left of the screen and a toolbar would appear with the option to use the cam. Since windows 7 as been installed this option is no longer there. He now has to go to Skype to turn on the feature. There seems to be no easy way of getting the toolbar back. Can anyone help with advice. Thanks in advance.
