"You don't have the appropriate permission to perform this operation"

Microsoft Office Outlook 2003 (11.5608.5606)

I am getting a popup window with 'You don't have the appropriate permission
to perform this operation' appearing when the 'Send\Recieve' button is
clicked in outlook. It will send and receive emails but this popup appears
every time.

Anyone know what is wrong?

And this is when you are only connected with your mailbox?
Does it work when you create a new mailprofile?

it only happens when I connect. I am getting the deeling that the security
permissions for my account have been corrupted somehow because when I try
and register some COM+ component I have written this fails with an error
which wasn't happening yesterday. (yes I am a developer)
