XP Web Publishing Utility ??? WHERE ??

Please help. In the XP Support & Help Section, it says
to click on an image and then right click and then click
on Web Publisher (or something to that effect) to UPLOAD
photos to another site (NOT EMAIL or FTP) I am trying to
upload a Folder of Pictures to Vendio and no matter what
I do or where I look for it on three of my PC's with XP,
that Utility of XP is not there, and it is not in the
control panel under add/remove windows components.
Anyone know how to get MS Utility installed, it's called
Web Publisher or publishing ?? Your help would be
greatly appreciated.

Hi Paul,

You access by doing the following:
Click on a file or folder.
On the left hand side, you will have a pane with a few different sections.
Under File and Folder Tasks select "Publish this file/folder to the web".
(If you don't have that pane, click Tools - Folder Options - Under Tasks,
Check the button for "Show common tasks in folders")
After you do this, it will launch the Web Publishing Wizard and take you
through publishing.
