XP Temp Internet Files Folder Size Too Large

I have XP home Edition OS on my PC. My (C:\Documents
and Settings\CL Jr\Local Settings\temporary internet
files) folder properties shows it's size as 3.22
gigabytes ( GB ) after I have deleted all the files
from this folder. This file size is growing and taking
up all my HD space. I have my temporary internet files
folder maximum size set at 500 MB. I click on and
open this folder and it shows empty but the folder
properties still show this folder as 3.22 GB size. I
have ran disk cleanup, manually deleted the files, virus
scans, disk defrag, disk error checker, windows file
check, and nothing seems to fix this problem. deleted.
My questions are;

1Q) What can be causing this file folder size to remain
so large after all files are deleted plus I have the
folder maximum size set for 500 MB??????
2Q) What can I do to fix this problem and ensure that
this temporary internet file folder's size does not eat
up all my hard drive space???
