XP SP2 reboots automatically after shutdown

When I shutdown my computer in the normal manner, it restarts automatically.
I have read a few notice boards about unchecking the Automatic Restart in
the system and recovery settings, Systems Properities. But it made no
difference, the computer still restarts and no blue screen.

Also, at the same time I am having a problem not being able to send emails
although I can receive them. I get an Error 0x8000CCC81 but can't find
anything on the web or Microsoft regarding that error and how to fix it.
Would appreciate any assistance.
