XP Service Pack 1 and 1a

After installing XP pro I tried to install the service pack which I have on CD. The installation goes fine but when I restart the PC as suggested the PC will boot up to the point where you see the Windows XP logo and then will restart, and this process keeps happening. I have tried running in safe mode to do a system restore but the same thing happens the only thing I can do to stop it happening is to rebuild XP using the boot from CD option. How can I install the service pack when this keeps happening

Did you also try "Last known good configuration" from the same menu as
Safe Mode?
If that also fails, you need to perform a Repair Installation:
