XP ok to shut down screen

I don't believe XP uses that screen. IIRC, the last Microsoft OS that
did was ME.

I believe that if the BIOS doesn't properly support power management, you'll
get that screen even on the NT line of OSes. I've definitely seen it with
NT4 and 2000.

But if the power management functions are there, I don't think you can
*force* it to show that message and wait there...

You can't put anything there because, at the point where you see the blank
screen, the computer has powered itself down and is not capable of
displaying on screen..

The machine, however, will still show a power light to indicate that there
is still a live power source to the internal power supply in some cases..

I don't believe I suggested that anything could be put there. The OP,
for some reason, wants XP to finish off just like the old versions of
Windows, forgetting that XP is a very different operating system.

The power light on the front panel of some computers will remain lit for as
long as there is a usable power source connected to the computers power
supply..
