I meant with modern technology, we could have just moved the heads to
read-write the platters.

The closest I can think of this would be an optical bar code reader.

I think the transfer rate, and data density will always mean that the
data moves, rather than the heads

Not really. Spinning is the easiest precise way to move a flat
surface. Also in magnetic media you need the data surface to
move with respect to the heads, otherwise no (easy) reading.

I have an idea about static CD mechanism for quite a while... Haven't built
it, nor will I ever build it, but I talked with the professor who is the
head of electroacoustic department on my former faculty
(http://www.fer.hr)... He said that it could work without many problems...

Sorry, it's all in Croatian, but basically what it does is following...

Under the CD media is the concave mirror... The only moving part is the
small swinging mirror on the axle that is connected directly to the spindle
motor... The swinging mirror is put in the focus of concave mirror... Laser
is located in the centre of the concave mirror right under the swinging
mirror... If you take a look at the pictures in the document, you could see
how it looks like...

Swinging of the swinging mirror could be related to the centrifugal force,
so all components are basically static and passive, except the rotating
axle...
