Workgroup is in accessible - no access to shared resources

I've read recent newsgroups regarding this issue, but still have not found a
conclusion to rectifying this annoying problem.

Problem:
The Server (DC) CAN NOT access shared resources. It can see the domain name
in "My Network Places," but it can not access any resources without getting
the error: "Workgroup is in accessible..." This problem just recently
occurred within the last three days.

Network setup:
1) Server (DC) - Windows 2003 Server.
2) Clients - Windows 2K Pro and Windows XP.
3) DNS is properly setup and working.
4) User/Group/Computer accounts all setup working properly.

Actions Taken:
1) Server and Clients can ping each other.
2) Clients CAN access all shared resources, including browse through "My
Network Places."
3) All Clients and server CAN log on, indicating DNS and User/Group accounts
are setup properly.
4) All nodes are set for Enable NetBIOS over TCP/IP.
5) All node security settings are set to Medium.
6) Group policy is mostly not defined for all tasks.
7) I've taken action on all suggestions posted for similar cases.

Conclusion:
All network features with the Server and Clients run smoothly with the
exception that the DC cannot access shared files/folders, etc.

Please respond with any other suggestions.

I received the message: "System error 53 has occurred." Also, another
incident has occured...

When logged onto the domain, on the DC, as the Administrator, I now cannot
access the Default Domain Policy. However, I can from a workstation/client.

Any ideas?

Check the DNS settings on the server - make sure that the server is pointing
to only itself for name resolution, and that the DNS server is forwarding
any non-domain name requests to an outside DNS server.
