WINTOOLS.EXE has encountered a problem and needs to close.

I keep getting this error message over, and over,and over............[WINTOOLS.EXE has encountered a problem and needs to close. We are sorry for the inconvenience."]

It doesn't seem to affect anything but it is terribly annoying

Any ideas ?
