Service Pack 1a has been around since Feb 2003, and SP1 since Sept 2002!

The only difference between the two

is that SP1a lacks the Microsoft virtual machine for running java

programs. You'd have to be ~exceptionally~

unlucky to end up with a version without either SP1 or SP1a included.

within the budget of all PC users.
