Windows XP:Home edition problem

When booting up my PC I get a black screen advising to continue loading
Windows in 'Safe Mode'. After selecting this you get a blue screen with the
following error message:

Sorry for the inconvenience but the system has stopped running Windows XP
due to a previous installed programme. Windows has stopped going through so
that it does not damage your files and programmes.

STOP: 0X000000ED (0X82F4A7B8, 0XC0000006, 0X00000000, 0X00000000)

Do I need to reinstall Windows, or is it more serious and I need to reformat
my hard drive?

Any help you could give me would be appreciated.
