windows XP boots to black screen, then reboots

Hi. I have a problem with windows XP where windows boots
to a black screen with only the white mouse arrow showing
then reboots about ten seconds later. It then goes on
repeating this process. It was suggested I try to boot in
safe mode and restore windows from there but when I boot
in safemode I just get the same thing except the screen
has "safe mode" on it. Any suggestions on how I can
fixthis problem?

Has this just recently started or was it after installing software or
hardware?

It happened about 3 days ago and I haven't installed
anything new for quite some time.
