Windows XP All File associations missing. HELP

While loading Norton Anti Virus 2006 to my system, it stopped. I have lost all file associations. Can't open programs, folders,text editor. Tried to fix using XP retore, Reloaded XP (without format) Tried Kellys Korner, Microsoft, Roger.id.au fixes. Nothing works. The control panels does not work. The accessories folder is missing...no tools...nothing. Tried Vcom Fix-it Ultilities Professional, Pc beginners CD, UBCD Basic.....nothing works. Tried to edit the registry,but are unable to do it. The Internet explore works, but I can't get any of the downloaded fixes to work.

What Next Mavens and Wizards. HELP
