Windows update

I have tried several times to download an update of
critical updates and service packs (16) from the web site
http://v4.windowsupdate.microsoft.com/en/default.asp.
Everytime it gets to 5 minutes download time remaining
and the Windows Update --- Web page Dialog box states the
download progress: 21.4 MB / 21.4 MB however, this
download is never finished or installed.
