Every time I try to run windows update it says the the windows update
software needs to be updated and I have to wait 10-15 minutes while it
updates the windows update software before I can actually update windows. I
know that there's something wrong because there is know way the update
software is being updated daily.

Is there anything i can do to fix this?

Rename the SoftwareDistribution folder. (Because of possible folder
corruption or other errors.)
Click Start, Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Stop.
Stopping the service will take a moment.

Rename the "SoftwareDistribution" folder:
a. Click Start, click Run, type %systemroot%, and then click OK.
b. Right-click the SoftwareDistribution folder, and then click Rename.
c. Type SoftwareDistribution.old, and then press ENTER to rename this
folder.
Create a new folder called "SoftwareDistribution"
Click Start. Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Start.
Starting the service will take a moment.
Rerun Windows Update.

i tried this fix. it didn't work. every time i open windows update and
check for updates it still says:

"To check for updates, you must first install an update for Windows Update.
Your automatic updating settings will not change.

To install the update, Windows Update will automatically close and re-open."

Try installing the Windows Update Agent manually using the /wuforce switch -
Method 2 in the
following MS KB article:

i don't think this fix is applicable. it applies to updates not installing
properly after repairing an XP installation.

Even though Windows may not have been repaired, the fix of forcing a
reinstall of the Windows Update agent may help.

Would there be any different steps involved in this fix? I noticed that
this is for Windows XP and I'm running vista. I just wanted to make sure
that the steps are the same before I try it and make things worse.

Yes, you can try this in Windows Vista.

See the following link from Mow Green for more info and steps involved:

As a general precaution create a System Restore Point prior to running any
file that may make changes to system files.
