Windows Taskbar. Switching between applications.

Can you give me advice? I want to switch between applications with only
mouse over taskbar without click, but don't know how to make it. I
didn't find any utilities for it. What can I do?

TweakUI will allow X-Mouse settings on windows but not the taskbar.
